What is the data privacy architecture — what can department administration actually see?

Department administrators access a read-only dashboard that shows only anonymized, aggregate wellness trend data for groups of ten or more active users. There is no mechanism — technical or administrative — to access individual responder accounts, check-in histories, AI chat sessions, journal entries, or biometric readings. Individual data is encrypted with keys that never leave the responder's device and is architecturally inaccessible to both the department and Insight Halo Labs.

How does cohort suppression protect individual responders from identification?

Cohort suppression automatically suppresses all data for any demographic slice or filter that would expose fewer than ten active users. If an administrator filters the dashboard by a specific shift, station, or unit with fewer than ten participants, the system returns no data at all — preventing administrators from deducing individual wellness scores through elimination or inference from small groups.

Is Signals In, Safety Out HIPAA-compliant? Does it require a BAA?

Signals In, Safety Out is not a covered entity or business associate under HIPAA because it does not provide clinical healthcare services and does not create or maintain protected health information (PHI) as defined by the Rule. However, we architect our platform to meet or exceed HIPAA technical safeguard standards: AES-256 encryption at rest and in transit, access controls, minimal data collection, and audit logging. What is the rollout and onboarding timeline?

A standard departmental rollout takes 10–14 days from contract execution to full availability. The process includes: (1) a secure department profile setup and admin credentialing, (2) a responder-facing anonymity briefing — conducted by our team or asynchronously via provided materials — that demonstrates the technical privacy guarantees, and (3) QR-code or email-based activation links distributed through department internal channels. The briefing is the most critical step: utilization correlates directly with responder trust in the anonymity architecture.

What is the cost model and how is pricing structured?

Pricing is structured as an annual SaaS subscription based on total department headcount, regardless of actual utilization. This model removes any incentive to track or report utilization to justify spend — protecting responder privacy. Tiered pricing is available for departments under 50 personnel, 50–250, 250–1,000, and enterprise (1,000+). Volume discounts and multi-year agreements are available. Can Signals In, Safety Out integrate with or replace an existing EAP?

Signals In, Safety Out is designed to augment, not replace, existing clinical EAP resources. The platform functions as an always-on, anonymous early-warning and peer support layer that sits upstream of clinical care. When a responder's trajectory indicates escalating risk, the app surfaces clinical resources — including your existing EAP provider — within the app itself. Integration with EAP provider directories is supported; contact your account manager to configure the in-app referral pathway.

What does the department administrator dashboard show?

The department dashboard provides: (1) aggregate wellness-score trends for the entire department and any cohort of ten or more, (2) anonymized engagement metrics (active users, check-in frequency) — never individual-level data, (3) trend alerts when aggregate scores for a cohort decline by a statistically significant threshold, and (4) a resource library for policy development and briefing materials. The dashboard does not show peer-network activity, AI chat usage, journal frequency, or any individual identifier.

What administrative access levels are available and who controls them?

Three access levels are available: Department Administrator (full dashboard access, can add/remove users, manage sub-units), Unit Supervisor (aggregate data for their specific unit, cohort-suppression applies), and Wellness Coordinator (read-only dashboard, resource library, no individual or unit-level filtering). Access level assignment is managed by the Department Administrator. No access level permits viewing individual responder data.

How long is data retained and what is the data deletion policy?

Aggregate wellness data on the department dashboard is retained for 36 months of rolling history by default, configurable to 12 or 60 months. Individual responder account data is retained until the responder deletes their account or their departmental access is terminated, at which point all server-side data associated with their account is permanently purged within 30 days. Upon contract termination, all department-level dashboard data is permanently deleted within 60 days and a deletion certificate is provided.

What security certifications and compliance frameworks does the platform meet?

Our infrastructure meets SOC 2 Type II operational standards and is hosted on cloud infrastructure with ISO 27001 certification. All data is stored exclusively in U.S.-based data centers. Penetration testing is conducted annually by an independent third party. Incident response SLA is 24 hours for security events. Full security documentation, including our security whitepaper and most recent pen-test executive summary, is available to procurement officers under NDA.

Is there a minimum department size?

No minimum department size is required for deployment. However, the cohort-suppression threshold of ten active users means that very small units (fewer than ten personnel) will see limited aggregate data in the administrator dashboard. For departments with ten or more active users, the dashboard provides meaningful aggregate wellness insight. We have active deployments in agencies ranging from 12 to 2,400 personnel.

What are the contract terms and is there a pilot program?

Standard contracts are 12-month annual agreements with optional 24 and 36-month terms at reduced rates. A 90-day pilot program is available for qualifying agencies at no cost, covering up to 50 responders with full feature access and one administrator account. Pilot participants receive a utilization and engagement report at 45 days and 90 days. There is no obligation to convert after the pilot. What technical requirements are needed to deploy the platform?

There are no server-side or IT infrastructure requirements on the department's end. Responders download the app from the App Store or Google Play. The administrator dashboard is browser-based (Chrome, Firefox, Safari, Edge) with no software installation. For departments that require SSO integration (Active Directory, Azure AD, Okta), we support SAML 2.0 and OIDC. Firewall whitelisting is only required if responders will use the app exclusively on restricted department networks.

How does responder consent work and what happens to an account if a responder leaves the department?

Each responder creates their own independent account through an activation link provided by the department. Account creation involves a consent screen that explicitly describes what the department can and cannot see. Responders control their own account throughout their tenure. If a responder leaves the department, their account is not automatically deleted — it remains active and private under their control, allowing continuity of access to their own wellness history. If a department's contract lapses, departmental administrator access is revoked but individual responder accounts are preserved for 60 days to allow personal data export.

Does the platform satisfy CALEA, LEMHWA, and POST officer wellness documentation requirements?

Yes. The Commission on Accreditation for Law Enforcement Agencies (CALEA) Standard 22.4 requires agencies to document officer wellness programs with measurable outcomes. The Law Enforcement Mental Health and Wellness Act (LEMHWA) similarly requires agencies to report on wellness program reach and effectiveness. Signals In, Safety Out provides: (1) anonymized aggregate participation metrics suitable for accreditation reporting, (2) trend data demonstrating ongoing program engagement over time, and (3) a formatted documentation package designed for CALEA annual report submissions. POST councils in several states have also established officer wellness standards that our platform's reporting capabilities support.
